I often use this device when I feel insecureity problems are present.
Click on it while it is in your inventory to engage/disengage the speaker and microphone. Engaging the microphone means that anyone who speaks while the radio is out will receive the message, even if they don't use ; when they type.
Disengaging the speaker is unwise and stops all radio chatter from the radio.
